This isn't an easy task, as you need to patch your uxtheme.dll and take administrative ownership of %windir%\Resources\Themes\Aero\Aero.msstyles.  There are many ways to do both.
There is also a (direct download link -->) pre-patched msstyles file (<-- direct download link) available from killermole23 that you can replace the original Aero.msstyles with.
After it has been replaced, just re-apply the theme and you will have full aero with transparency/blur/reflection.  I've done this already on the two Vista Home Basic computers in my house.

Just thought I'd share something interesting with you all... ;D

Lord Jayson:
Yes, thats a nice tweak. Sometimes Netbooks have Vista Home Basic installed and we can't use aero... :( but I think you don't use aero in Netbooks besaus it slows down.
I've got Vista Server 2008 (a pre-build, I think; Virtual PC) and I enabled aero, too.

Cool, but I don't need it...
